The Home Team Science and Technology Agency (HTX) is reaffirming its dedication to empowering Singapore’s Home Team by leveraging cutting-edge technology, with a particular emphasis on artificial intelligence (AI). This commitment is demonstrated through a series of new partnerships and the expansion of existing collaborations with leading global companies, solidifying HTX’s role as a key driver of technological advancement in public safety.

Collaborative relationships have been pivotal to HTX’s success in developing technological innovations that enhance public safety and security. Recent agreements with prominent companies worldwide further highlight this strategic approach. These partnerships are meticulously designed to accelerate HTX’s efforts to harness the transformative potential of AI, with the ultimate goal of revolutionizing Home Team operations and capabilities.

Expanding AI Capabilities Through Key Partnerships

During the AI TechXplore & Careers@HTX event held in May, HTX officially entered into new partnerships with industry giants such as Google, Microsoft, Mistral AI, and Firmus. Furthermore, at the France-Singapore Frontier Technologies Forum 2025, HTX and Thales expanded upon their existing partnership, extending it for an additional three years. These agreements underscore HTX’s proactive strategy of leveraging external expertise and resources to significantly advance its AI capabilities and drive innovation within the Home Team.

Holistic AI Empowerment with Google

A comprehensive Memorandum of Understanding (MoU) was signed between HTX and Google, outlining a robust framework for scientific and technological cooperation across a diverse range of domains. These areas of collaboration include critical aspects such as AI security, cutting-edge cybersecurity research, advanced AI model development, seamless cloud platform implementation, robust infrastructure and services, innovative AI-enabled software solutions, and comprehensive AI governance and training programs. This all-encompassing collaboration aims to ensure that HTX can harness the full transformative potential of AI while adhering to the highest standards of security, ethical considerations, and responsible innovation.

HTX will work closely with Google Cloud to explore and refine AI governance models, as well as establish rigorous guardrails for public safety use cases related to crucial aspects such as Explainable AI, Robust AI, and AI safety. This collaborative effort underscores a shared commitment to responsible AI development and deployment, ensuring that AI technologies are utilized ethically and effectively to enhance public safety, mitigate potential risks, and foster public trust in these advanced technologies.

The partnership also includes the development of a GenAI Solution Accelerator, specifically designed for deployment in GDC Air-Gapped environments. Furthermore, the collaboration encompasses the deployment of Google’s sophisticated AI models for advanced applications in agentic AI, robotics, and embodied AI. This ambitious initiative aims to create advanced AI solutions that are precisely tailored to meet the specific and evolving needs of the Home Team, empowering them to respond more effectively to a wide spectrum of challenges and threats.

The solutions co-developed by HTX and Google DeepMind have the potential to be adopted by public safety agencies worldwide, contributing to saving lives and enhancing global safety. This global impact highlights the importance of international collaboration in advancing AI for the greater public good, ensuring that these powerful technologies are used responsibly and effectively to address critical societal challenges.

Generative AI: A Major Boost with Microsoft and Mistral AI

Since launching its AI initiative in June 2024, HTX has been actively engaged in developing state-of-the-art Generative AI models and platforms. These technologies have demonstrated remarkable effectiveness in enhancing operational efficiency by automating routine tasks, as well as generating valuable insights to support Home Team officers in their decision-making processes. To further bolster these efforts and drive innovation in Generative AI, HTX has entered into a significant new contractual agreement with both Microsoft and Mistral AI.

Under the terms of this agreement, Microsoft will collaborate closely with HTX to fine-tune Phi-4-multimodal, a sophisticated Small Language Model (SLM), specifically for Home Team use cases. This tailored approach will ensure that the SLM is optimized to effectively address the unique challenges and requirements of the Home Team’s diverse operations. HTX will also work in close collaboration with Microsoft to seamlessly integrate SLM training frameworks into HTX’s comprehensive AI platform and robust infrastructure. This integration will empower HTX to develop and deploy AI models that are specifically customized to meet the unique and evolving needs of the Home Team.

Mistral AI, a recognized leading expert in the field of Large Language Models (LLMs), will provide invaluable support to HTX in fine-tuning LLMs for specific Home Team use cases. In addition, Mistral AI will contribute its extensive expertise in LLM training methodologies. This training is of critical importance for HTX, as the ability to train LLMs from the ground up, as well as to effectively manage their deployment and orchestration, will firmly establish the agency as a recognized leader in the rapidly evolving field of AI. Notably, very few organizations in Singapore have successfully managed to build their own LLM from the ground up, underscoring the significance and potential impact of this strategic collaboration.

Furthermore, Mistral AI will join forces with HTX to build Phoenix – the Home Team’s own series of LLMs, custom designed and optimized for their unique demands. What distinguishes Phoenix from other LLMs is the fact that it is pre-trained on massive and comprehensive corpuses of knowledge that are specifically relevant to the Home Team and the broader Singapore context. This specialized training means that Home Team officers will benefit from more accurate and highly relevant responses compared to those generated by other general-purpose LLMs.

Phoenix represents a significant leap forward in establishing sovereign AI capabilities within the Home Team. It will be progressively deployed as an AI chatbot accessible to Home Team officers, improving their efficiency and effectiveness, and as an API for AI developers to build operational applications.

Phoenix has also undergone extensive training in 10 major languages spoken in Singapore, including Mandarin, Bahasa Melayu, and Tamil. This linguistic diversity ensures that the AI chatbot can effectively communicate with officers from diverse backgrounds and varying linguistic preferences, promoting inclusivity and effective communication.

Sustainability and AI Infrastructure

Sustaining ambitious AI initiatives requires not only cutting-edge software and advanced algorithms but also robust hardware and innovative solutions to minimize carbon emissions and environmental impact. HTX recognizes the critical importance of environmental sustainability and has taken proactive steps to address this challenge through strategic partnerships and investments in eco-friendly technologies.

Sustainable Computing with Firmus Technologies

HTX has established a partnership with Firmus Technologies to collaborate on advanced AI infrastructure design and research, with a specific focus on promoting sustainability. Under the terms of the MoU, both parties will conduct joint research into liquid-cooled AI infrastructure to promote sustainable computing practices and reduce energy consumption.

Liquid cooling offers superior energy efficiency and enhanced performance compared to traditional air-cooling methods. This translates to significantly lower electricity bills and a corresponding reduction in environmental impact. By adopting liquid-cooling technology, HTX is demonstrating its unwavering commitment to minimizing its environmental footprint while simultaneously maximizing the performance and capabilities of its advanced AI infrastructure.

HTX and Firmus Technologies will also explore innovative design principles and cutting-edge technologies for next-generation AI factories. The core goal of this collaboration is to enhance Singapore’s sovereign capability in mission-critical compute, particularly for applications in public safety and emergency response systems. This collaborative effort will help ensure that Singapore remains at the forefront of AI innovation while adhering to the highest standards of environmental sustainability and responsible innovation.

Strengthening Existing Collaborations

In addition to forging new partnerships, HTX is committed to strengthening and expanding its existing collaborations to further enhance its technological capabilities and drive innovation in critical areas.

Expanding the Partnership with Thales

HTX and French multinational aerospace and defense corporation Thales have been collaborating since 2020 under a Master Agreement for Strategic Partnership for Innovation. This highly successful partnership has already yielded significant advancements in various technological domains, benefiting both organizations and enhancing public safety.

During the France-Singapore Frontier Technologies Forum 2025, HTX and Thales reaffirmed their commitment to this partnership by expanding its scope and extending it for another three years. This extension underscores the mutual value and benefits derived from the ongoing collaboration and paves the way for continued innovation in the years to come.

The renewed partnership will place a strong emphasis on local capability development, promoting the formation of best practices for trustworthy AI within the Singapore context, and establishing a joint-lab focused on the development and deployment of AI-enabled technologies. This collaborative approach ensures that AI technologies are developed and deployed in a manner that is aligned with Singapore’s values, priorities, and specific needs.

Thales will provide support to HTX in translating early-stage technical solutions into concrete systems that can be seamlessly integrated into HTX’s programs and operational workflows. The two parties will co-develop a Research and Development (R&D) strategy and a future technology roadmap specifically tailored to the needs of public safety. This collaboration will help ensure that HTX remains at the forefront of technological innovation in the public safety domain, allowing it to effectively address evolving threats and challenges.

Strengthening Ties with CNRS

HTX has also strengthened its partnership ties with the Centre National de la Recherche Scientifique (CNRS), the French national center for scientific research. CNRS is the largest governmental research organization in France and the largest fundamental science agency in Europe. This partnership provides HTX with access to a wealth of expertise and resources in various scientific and technological domains.

Under the signed agreement, HTX and CNRS will strengthen bilateral cooperation in the field of science and technology innovation for public safety. They will align their objectives to support long-term mutual development and success. This will include facilitating foundational and translational research collaborations and talent exchanges in areas related to public safety, particularly within the Digital, Engineering, and Science domains.
